U.S. citizens could find themselves detained and interrogated without knowledge of their alleged crimes or access to consular services, with the advisory highlighting that such detentions have occurred without fair or transparent legal processes. Business people, academics, and journalists are particularly at risk, potentially facing questioning, detention, or expulsion for perceived national security violations. Americans may only discover exit bans when attempting to leave, with these restrictions sometimes lasting for years, even preventing crucial medical treatment abroad. Officials also warn that electronic communications, including emails and social media posts, may be monitored, and individuals could face detention or deportation for messages critical of China, Hong Kong, Macau, or the Chinese Communist Party, even if sent from outside China. Travelers are strongly advised to avoid demonstrations, large gatherings, and expressing any opinions that could be deemed embarrassing or negative by Chinese authorities, as well as refraining from photographing police or protesters without permission. Separate advisories recommend increased caution in Hong Kong due to similar arbitrary law enforcement concerns, and a Level 3 “Reconsider Travel” warning for Macau because of comparable issues and limited U.S. emergency consular services.
