House Chairman Investigates ‘Criminal Conspiracy’ in Birth Tourism Operations

Brandon Gill, R-Texas, chairman of the House Oversight Committee’s Task Force on Defending Constitutional Rights and Exposing Institutional Abuses. Gill’s panel has issued subpoenas to several ‘birth tourism companies’ as part of an investigation into firms that advertise services to foreign nationals, emphasizing that current law prohibits entering the U.S. with the intent to give birth. The investigation intensified following the circulation of a billboard in Mission, Texas, advertising maternity services for foreign nationals, prompting state and federal scrutiny. Gill described birth tourism as a clear abuse of the U.S. immigration system, arguing that birthright citizenship, as intended by the Fourteenth Amendment, was not meant for individuals crossing borders to anchor families in the U.S. This sentiment is echoed in legislative proposals aiming to restrict birthright citizenship, drawing parallels to the concept of ‘invasion’ and historical exemptions for those not bound to U.S. authority. While one investigated hospital, Mission Regional Medical Center, has stated the marketing campaign was a limited initiative to serve local communities and was not intended to encourage unlawful activity, the broader crackdown signals a significant push by lawmakers to address perceived exploitation of U.S. immigration laws and the economic and social implications of birth tourism.
