A 158-page independent report commissioned by Utah Valley University (UVU) has detailed significant security failures leading up to the assassination of Turning Point USA founder Charlie Kirk during a campus speaking event, revealing inconsistent policy application, insufficient security for a high-profile outdoor event, and a troubling lack of dedicated camera monitoring by the university police department. The review identified that while UVU had systems to address internal threats, these were not applicable to accused assassin Tyler Robinson, who had no affiliation with the school. Key decision points revealed that the outdoor courtyard location remained the venue despite concerns about control, and the event was approved without a documented security assessment plan. Crucially, when TPUSA organizers raised concerns about rooftop access on September 8th, UVU Police Chief Jeffrey Long texted the TPUSA security supervisor, “We got you covered,” a statement the report claims was misinterpreted and actually referred to a different area, not the potential sniper vantage points that ultimately proved fatal. This account directly conflicts with the Kirk family’s legal filing, which specifically highlighted rooftop concerns. Despite the Hall of Flags walkway, directly above Kirk’s speaking location, being closed, TPUSA security never conducted an in-person meeting with university police. Prosecutors allege Robinson fired the fatal shot from the Losee Center building’s roof, a location not adequately secured, leading the Kirk family’s attorney to state that UVU leadership and law enforcement bear responsibility for the “fatal shortcomings” that day and that “true accountability” is required.
