The core of the investigation centers on allegations that PFF may have funneled donor funds to Al-Haq, a Palestinian group previously sanctioned by the U.S. Sources familiar with the operation describe PFF as a strategic foundation built to challenge Israel, with a U.S. nonprofit arm registered in Delaware and significant backing from wealthy donors, including investing executive Basil Qunibi and Palestinian-Australian motorsports magnate Yasser Shahin, whose role is confirmed by U.K. corporate filings. The investigation also highlights Bassema Yousef, described as the “lynchpin” for PFF’s fundraising; Yousef, a New York-born ally of NYC Mayor Zohran Mamdani and a prominent Democratic donor who now resides in London, has a documented history of anti-Israel rhetoric on social media, including claims of Israeli “war crimes.” While the DHS has declined to comment on the specifics of the investigation, stating they do not discuss the existence or status of particular probes, the New York Post, which initially reported the story, noted that the investigation does not currently indicate any criminal wrongdoing.
